the esm files are meant to be installed manually rather than automatically through nexus mod manager or similar. if you have a folder where you stored the dlc, you can simply drag the files into the folder.
at this time, i have the files for new vegas. however, the same process should work for fallout 3 just make sure you download the f3 dlc from the link above, not the fnv dlc. it is the only thing that is different.

after you obtain all the necessary files, find the esm.esp file and drag it to your mod manager. within the mod manager you can then activate the mod.esp file and view the results. open up the mod manager and search for the mod and activate it. once you activate the mod, you will need to then reinstall the dlc. 1) create a backup of your game files. i would recommend using a drive separate from the operating system. you will want to make sure that it can be loaded when the game is not running. simply save the files from the game to the drive. if you are using a different operating system, you will likely want to make use of a different location for this drive. 2) install the automatron dlc. this takes a few minutes. once installed, restart the game. if the automatron dlc is installed properly, the main.esp file of the dlc will appear as a subdirectory of the fallout 4 dlc directory. 3) remove the automatron dlc. once removed, you will need to then delete the folder that the automatron dlc is located in from the fallout 4 dlc directory. if you do not remove the automatron dlc, it will appear as a subdirectory of the fallout 4 dlc directory. 4) install the contraptions dlc. this takes a few minutes. once installed, restart the game. if the contraptions dlc is installed properly, the main.esp file of the dlc will appear as a subdirectory of the fallout 4 dlc directory. 5) delete the contraptions dlc. once removed, you will need to then delete the folder that the contraptions dlc is located in from the fallout 4 dlc directory. if you do not remove the contraptions dlc, it will appear as a subdirectory of the fallout 4 dlc directory. 5ec8ef588b
