BRUSSELS — The European Union is calling on its neighbors to help tackle migration, which has been overwhelming Italy and Greece. The 28-nation bloc is considering a package of measures, but they’re coming too late.
In a strategy paper published on Friday, the EU says it’s losing the battle to take back refugees, as European border controls between countries like Greece and Italy are ineffective.
The EU will consider more robust border controls, or even a temporary EU border guard force, if they’re part of a deal to share the burden, according to the paper. But it won’t help until next year.

The EU is also considering stronger sanctions on Greece and Italy, which it says are not living up to their commitments under the migrant deal of 2015.
The document acknowledges that the number of migrants arriving has dropped, but says the refugee flow isn’t “stabilizing yet.”
“In particular, in view of the unprecedented flows of irregular migration in the Mediterranean in recent months, it is urgently necessary to support Member States in making the necessary investments to strengthen border control, increase the number of border guards and reinforce Frontex capacities,” the EU document says.
The EU acknowledges that the “catastrophic humanitarian situation” in Libya and the deaths of migrants there is a “massive violation of fundamental human rights,” but it says “involuntary return” to Libya “is the only viable solution to the situation.”
It won’t be easy. The EU will propose a 10,000-strong border guard force, but it would be funded by the EU budget and not the member states.
