I am trying to find a way to change the background color of a cell that has a formula depending on the value of a cell from a different table.
Here is an image of my spreadsheet:
The three rows highlighted in yellow should have a different background color depending on whether the field in the rightmost table (Formula Rule Table), is equal to 1 or not.
Is there any formula or function in excel that could allow this to happen?

As said by Neil, you need to insert a VLOOKUP formula to link the two table, but it’s difficult to give you the exact formula, as it depend of the data in your table.
I’ll give you a working formula, that will make the colour red if the field is equal to 1 and green if not.
Here is the complete formula :
=IF(AND(B4=1;A4=1), “red”, IF(AND(B4=1;A4=1), “green”, “white”))
B4 is your cell you want to modify, A4 is your cell that will be compared.
